Japanese project the manager has to consider that bribery and corruption may occur again in a different level and the risk can be higher as well. Also, he must note that local employees are often necessary channels between foreign and international organizations and such employees may have different views when distinguishing between what  is regarded to complete the job and what is bribery, or corruption. These different views are supported by cultural differences which in certain situations can tolerate activities and be regarded as acceptable.
